For 2010, the rate is $1.43 per line, calculated each August based on the encoded amount of $190,575 divided by the number of dial-tone lines operated or leased out by the incumbent provider, QWest, as of July 1 each year. As the number of dial-tones provided by the incumbent has decreased, the charge has increased. All providers of basic local service on record with the Colorado Public Utilities Commission are queried as to their presence in Wheat Ridge each year and notified of their duty to pay and remit the tax each month. The TOT exists to compensate the City and citizens for the use of public streets and right-of-way by telephone utilities and to recover the costs associated with maintaining, updating or installing lines in them. Because it is a pass-through tax, TOT appears on individuals' and business' bills for basic local service based on the number of dial tones they purchase. The tax generated over a quarter-million dollars in general fund revenues during 2009.

On the other hand, sometimes the error letter is notice of a disallowed deduction or mathematical error, requiring money and action to resolve it. Look at the column headers, Amount Reported and Corrected Amount. Look at the line items, which give you the line number and a brief description. Depending on the line item, you have a debit (more tax is due) or a credit (less tax is due) resulting from that item. Look at the bottom line of the list: if Reported is larger than Corrected, you have a credit. If it's smaller, you have a debit. If you believe your return was correct, be it in your favor or not, please contact us for more information and instructions on repairing the problem. Often an administrative error will be found some time later by tax staff and corrected, so unreconciliable credits should always be researched to avoid owing on a credit that wrongly appeared on a return.
